Legislative Update: House Drops both UNFPA Provisions on the Supplemental Appropriations Bill

May 24, 2002 – Early this morning, the House passed a nearly $30 billion FY 2002 supplemental appropriations bill after two days of Democrat filibustering over larger budgetary issues. In order to cut off the debate, Republican leaders crafted a new rule late last night that precluded all amendments and further debate on the bill. Contained in the rule itself was a provision that automatically deleted from the bill the Kolbe and Tiahrt provisions on UNFPA , because they were deemed to be "legislating" on an appropriations bill.

The Senate will take its version to the floor upon its return from the Memorial Day recess. That bill includes language that would require the president to release the $34 million included in the FY2002 Foreign Operations Appropriations bill (signed into law in January) by July 10 unless otherwise prohibited by law.
