Letter from the Latin American and Caribbean Women's Health Network protesting Bush decision to defund UNFPA

Respected Mr. President:

The more than 2000 organizations affiliated with the Latin American and Caribbean Women¹s Health Network write to express our profound rejection of your decision to restrict the $34 million in funding for the United Nations Population Fund (UNFPA), already appropriated by US Congress for the year in progress.

Allow us to remind you that with this measure your administration ignores international pacts written with the consensus of 184 countries, all participants in the Cairo World Population and Development Summit of 1994.

The agreements established at the Cairo Summit support the promotion and defense of fundamental human rights, specifically among the poorest populations and among hundreds of thousands of the women whose health and reproductive rights are currently ignored and violated, as your wife very well recognized in the lives of Afghan women. However, this difficult situation is common among women of distinct ages and social conditions in the majority of countries around the world, which signals for us a grand injustice and discrimination.

The UNFPA, with the direct support of countries who participated and signed the agreements of the World Summits in Cairo and Beijing, has developed a project of extraordinary importance. Their initiatives focus on the areas of education along with the promotion and implementation of integral reproductive health programs. The emphasis of these projects is on women and the young population and the result of their efforts has no doubt saved lives and improved the quality of life for countless women and men.

For all of these reasons, those of us who form the Latin American and Caribbean Women¹s Health Network and are committed to the defense of life and the sustainable concept of health as a essential human right, emphatically ask you to reconsider this measure to deny UNFPA funding. If you do not, is certain this denial will have grave implications for millions of women and children worldwide, for whom life-saving services will have to be discontinued.

Las más de 2.000 organizaciones afiliadas a la Red de Salud de las Mujeres Latinoamericanas y del Caribe, queremos expresarle nuestro profundo rechazo a la decisión tomada por usted en el sentido de retirar el apoyo financiero para el Fondo de Población de las Naciones Unidas (FNUAP) en el presupuesto correspondiente al año en curso.

Nos permitimos recordarle que con esta medida su Gobierno está desconociendo acuerdos internacionales suscritos en consenso por 184 países participantes en la Conferencia Internacional sobre Población y Desarrollo realizada en El Cairo en 1994.

Los acuerdos de El Cairo se sustentan en la promoción y defensa de los derechos humanos fundamentales, en especial de las poblaciones más pobres, y de los cientos de miles de mujeres a quienes aún se les desconocen y violan sus derechos y su salud sexual y reproductiva, como bien lo señalara su esposa recientemente frente a las mujeres afganas. Sin embargo, esta dificil situacion es común a mujeres de distintas edades y condición social en la mayoría de los países del mundo, lo que da cuenta de una gran injusticia y discriminación.

El FNUAP, a través del apoyo a nuestros países en la implementación de los acuerdos suscritos en las Conferencias de El Cairo y Beijing, ha desarrollado un trabajo de extraordinaria importancia en el campo de la educación, promoción e implementación de programas integrales en salud reproductiva, con un énfasis en las mujeres y en la población joven. Esto sin duda ha contribuido a salvar muchas vidas y ha significado el mejoramiento de la condición de mujeres y hombres.

Por lo tanto, amparadas en la defensa de la vida y el concepto sostenible de la salud como derecho humano fundamental, las organizaciones que formamos parte de esta Red de Salud le exhortamos a dejar sin efecto la medida antes señalada, pues de mantenerse traerá graves repercusiones en las condiciones de vida y de salud de vastos sectores de la población mundial.
