"By extending the reach of the global gag rule, Bush has, once again, attached unreasonable and unrealistic strings to his promise of much-needed AIDS funding, continuing to prevent funds from reaching those most in need. Futhermore, by shifting money away from existing programs rather than committing new funds, the net effect is that help is even further out of reach than before and many more people will die. Bush has fooled the American public with an empty promise; he shamelessly continues to play politics with people's lives."
